The endgame in Perelman's proof of the geometrization conjecture involves a purely Riemannian statement : A 3-manifold that is locally volume-collapsed, with respect to a lower curvature bound, is a graph manifold. I will present a proof of this statement. This is joint work with Bruce Kleiner.
