We propose a simple construction of 2D topological (open-closed) quantum field theory based on Iwahori-Hecke algebras. There exists a simple formula for partition functions of this theory. These quantities can be interpreted either as a q-analogues of Hurwitz numbers (number of coverings of a surface) as well as a number of points of framed local systems on a surface over a finite field.
