Morse functions on manifolds correspond to handle decompositions. But any manifold has many different handle decompositions, and many qualitatively different Morse functions. Cerf theory provides a framework for analyzing transitions between Morse functions, and thus provides a complete generating set of moves between handle decompositions. This talk will describe Cerf theory for closed manifolds and equivariant Cerf theory for manifolds with reflection symmetry.
